Since DRM is an open standard, anybody can develop an Android App to receive DRM AM/FM signals and decode them. Starwaves has already done this: Their app can be downloaded from various platforms (Apple, Google, Huawei) using links from their website.
Mobile devices typically do not have inbuilt antennas for FM and AM bands, so an external device is required. Again, these can be ordered online.
