We hear a lot about DRM being open while other technologies are “proprietorial”. Does this mean that the DRM technology is fully disclosed and freely available to any manufacturer in India (without signing any contracts etc.)?

Surely. This applies to all aspects of the DRM system specification. It includes not only the modulation (COFDM), multiplex structure and service signalling technology, but also covers all the data applications and audio codecs used. Everybody can start developing and producing DRM receivers and equipment, and nobody is required to first obtain any ‘individual license’ to manufacture DRM.
