Your Questions Answered: How does CAP Work Together with DRM in Relation to Disaster Warnings?

Q: I heard that for disaster warnings something called CAP is widely used? How does it work in DRM, what are the minimum standard components for this to work properly?

(Disaster agency employee, Indonesia)

CAP is the unified format to describe a single incident, which will be generated by the authorities and distributed to all multipliers. Digital radio is one of those multipliers reaching the population, by transforming the information carried in the CAP file into the broadcast format required for Emergency Warning Functionality – EWF (alarm signalling, audio, Journaline text). The coverage area of the DRM EWF information is the same as for the other radio services (large or small) but can be restricted to a sub-area of the transmitter’s coverage area.

Indonesia is aware and ready to use DRM EWF. India is working towards integrating the DRM transmission into the national CAP based alert system. China has demonstrated the use of EBDB (CAP equivalent) messages for driving DRM EWF transmissions including audio and Journaline information.
